People say, where there’s a will, there’s a way. When it comes to working at height, this may not necessarily be a good thing. Often, a lack of appropriate access equipment causes employees to find sub-optimal methods of reaching areas at height. This can be dagerous, reckless and is easily avoided.

There is a wide variety of equipment available for work at height, including fixed scaffolding, tower scaffolds, mobile elevating work platforms (MEWPs), portable ladders, as well as non-integrated work platforms, or man-baskets. While the use of the latter is acceptable in very specific circumstances, it is not usually recommended. In this article we will outline what is a non-integrated work platform, how to work safely with it, and when it’s not acceptable to use it as means to access height.

On April 19th I will make my 10th consecutive speaking appearance at the Michigan Safety Conference in Grand Rapids Michigan; this speech quite likely will be my last public appearance (it most certainly will be the only public appearance I will be making in 2016). I have already have either submitted or am writing my 100th published article (I have 96 currently in print, ISHN has 4 as yet unpublished works, and Entrepreneur another 2, and I am working on a piece for Health & Safety International), and this is my 188th blog post. That’s represents approximately 300,000 words in print, and (when coupled with my speaking engagement) close to a million hours of effort without compensation. Pro bono work offered in hopes of bettering the Safety Function. These milestones will go largely unnoticed and certainly uncelebrated within and without the safety community.

Fall Protection: Working On Tops Of Trucks & Rolling Stock……Which Rule Do I Follow?…. OSHA? The Occupational Safety and Health Administration (OSHA) wants more control over trucking, and the latest focus is on fall protection. Tank fleets, in particular, are being targeted in the current OSHA initiative.

The agency is seeking comments from industry on whether or not it should develop specific regulations to “cover falls from rolling stock and commercial motor vehicles.” The May 24 notice of proposed rulemaking (NPRM) defines motor vehicle to include “tractor-trailer trucks, tank trucks and hopper trucks.” A regulation would cover any employee working more than four feet off the ground.

The common hazards associated with use of this equipment include:
• Obstructed view;
• Speeding;
• Moisture on the working surface (ice, water, oil);
• Blind corners;
• Insufficient lighting;
• Traffic patterns;
• Temporary storage areas inside and outside;
• Lack of proper maintenance and self inspections; and
• Operator’s mind is not on the task at hand.

Controls include:
• Monitoring operators’ speed around blind corners and use of horns when approaching intersections and while backing up when their vision is obstructed;
• Never allowing anyone to ride on any part of the equipment if the equipment isn’t designed for riding the forks, the rear compartment area, or rollover protection;
• Not allowing operators to ride on forks while lifting or trying to retrieve products vertically;
• Receiving proper training and wearing a body harness for fall protection if the operator must ride vertically on a forklift that was designed for this use;
• Marking all high-hazard areas with signage and/or installing convex mirrors to allow pedestrians and operators to see around obstructed corners or intersections; and
• Providing frequent safety talks with your forklift operators and all employees who work around this equipment.
